Inactive Tax Code - Payables Open Interface Import

Hi, We are on 11.5.10.2 and having issues with uploading data in Payables Open Interface Import. The output (Payables Open Interface Rejections Report) shows an error as Inactive Tax Code. However the TAX_CODE in ap_invoice_lines_interface is NO TAX. In the Payables the Tax set the NO TAX is there since 1955 and we have been using it. Not sure what is the issue here, any help is greatly appreciated
