Offer URL Missing from Program

I'm trying to figure out the link I need from my Microsite page to the Webform which should then allow people access to the PDF I've loaded.
I looked at the eLearning module "Microsites" and in the "Offer" section it shows the Offer detail as it appears on the Program.
It lists Offer Name, Offer Code, Offer Type etc. It also lists "Offer URL" and of course has a URL displayed.
My ODM does not provide me with an "Offer URL". I assume this URL is the link that I connect to my Microsite with the words e.g. "Click Here to Download".
