DEFAULT USER TABLESPACE OF A USER in 11i

Hi,

A recent security audit highlighted a vulnerability: The default tablespace for an account is set to SYSTEM unless specified otherwise. By leaving the tablespace set to SYSTEM, new objects may be created on the SYSTEM tablespace resulting in contention between data dictionary objects and the new objects. It is advisable to change the default tablespace from SYSTEM to ensure this does not happen.

Is there any best practice documented for this?  Specifically for the 11i Apps Database?
I have reviewed "Secure Configuration Guide for Oracle E-Business Suite 11i [ID 189367.1]" and this does not mention this as a vulnerability nor does it advise to
