Unable to create sales order lines in new R12 upgrade instance

We are able to create the sales order header, but unable to save a sales order line. The line displays, but does not allow the user to arrow down to add another line. We are also unable to go back to the other tab or header, unless we delete the entire first line.

I found the following note in Metalink. We ran the script for "after upgrade" and have 19 records instead of 9. Has anyone experienced this behavior and how was it resolved?
