ORA-24324 and ORA-24323 trace message: DDE Flood control is not active

At a customers' site we are doing some DDE exchange between two processes. One of the processes is opening an Oracle connection.Under Windows XP everything works fine. Under Windows 7/64 we have a crash in the process that has the Oracle connection open.

The last message in the trace file is:

The Oracle client process fails with errors 24324 and 24323.
