Partial shippings in OM

We are on 11.5.9.We use OPM and OM.
Instead of having not divisible lots, sometimes OM picks part of a lot and allows shipping it. For instance, we had a lot that weighted 589.86 kg; but when we execute ship confirm the quantity shipped was 509,63 and cancelled_quantity in wsh_delivery_details remains with the difference (80.23 kg). In ic_loct_inv loct_onhand remains with this quantity.
Can anyone tell me why happens this?
