German Language only for IRC external candidate pages needed

Hi,

complete ebusiness suite implementation, only english installed as language, however  external candidate pages (registering, and my account) needs to be in German.

What are the options, to install second language German? What happens then with other modules and what about patching?

Second option would be to personalize those external pages.

Any recommendation towards this would be helpful.
