Clarification on Real Time Information patch inclusions

With the release of the RTI patches for 11i and R12 we require some clarifications on the patches being delivered.
Please see below queries on 11i and R12 & request you to get back on these at the earliest.

R12
Patch number “14313532” is released for RTI in R12. While going through the read me of the patch we found that patch number “14320861” is included in it. We understand that patch “14320861” is for Pensions Auto enrolment.
1) Can you please clarify why Pensions auto enrolment patch is being delivered within RTI patch for R12?
