Cost Integrity Issue in ST/OT Process

We recently implemented JDE 9.1 Inventory module and are having some concerns with the cost integrity between ST & OT.  We use a Weighted Average method '02' for costing inventory.  However, when we do a sales order transfer from warehouse hub to plant site, the ST releives inventory at weighted average cost at warehouse, but the inventory is receipted in to the plant at the weighted average cost at the branch plant.  It is highly improbable to have the same weighted average cost be the same between branch plants and hubs.

Why doesn't the the ST/OT transaction be completed witht eh same weighted average cost so that there isn't an inegrity issue?
