receiving an error when running the Program - Publish FSG Report

I am trying to run the Program - Publish FSG Report from the EBS application.  I amk also trying to use the standard fsg seeded template.  The report always completes with error below

ERROR at line 1:
ORA-06550: line 133, column 8:
PLS-00306: wrong number or types of arguments in call to 'SUBMIT_XML_REQUEST'
ORA-06550: line 133, column 5:
PL/SQL: Statement ignored
