Remit to Addresses Receipts from Criteria not displaying all US states

Hi,
We have different Remit to Address by state in US. When setting up remit to address when I click on Receipts From Create button and choose country as United States, the list of values for State has only 3 values TX, GA, NC. Can you please expalin why other 47 states are not appearing in LOV?

AR Super User->Setup->Print->Remit to Addresses
