Taxable Option when raising Purchase Orders in R12

We recently went through an upgrade from R11 to R12 and the option to select whether the item is Taxable (Yes / No / Null) seems to have been removed.

Is there a new process to follow for non taxable Purchase Orders between R11 & R12?
