Cross Docking pick rule to select the R location first

I keep reading that I must have the first pick look at the receipt loacation but do not know how to set this up.  Can anyone help?  I have set the pick zone for the R loaction to Receiv and added that to the pick rule, but do not know how to add the R loaction in the rule.
