Using Static approver in AME

Hi All,
When an AP invoice moves to IPV hold, I'm using AME to send approval to a static approver defined in FND_USER.
I'm trying to pick an FND_USER in AME Approver Groups, and only usernames which are not linked to employees are appearing.
Is this a standard feature or any fix for this?
