Out of bound notification in OEM 12c

Hi,
Is Out of bound notification available for OEM 12c Clod Control as it was for OEM 11g?

I would like to request a doc like this:
Setting Up Out of Bound (OOB) Notification for 'OMS and Repository' Target in Grid Control [ID 429257.1]

I search for a functionality/feature which can send notification if the OMS itself or the repository DB goes down. I mean a nofication system which is independent from the OEM. So something similar or the same functionality that was the Out of Bound (OOB) notification in OEM 11g.

My version is: Oracle Enterprise Manager Cloud Control 12c Release 12.1.0.1.0
