Experiencing difficulty splitting cost allocation across projects in iProc requisition.

When iProc user attempts to split requisition line costs over multiple projects in the Requisition Information: Split Cost Allocation window (Edit lines/billing tab/split icon) the Project field LOV does not find any values. The projects are all active and set up correctly.     

If the same user uses a Project value in the Checkout: Requisiton Information screen (i.e. NOT splitting the cost allocation) the project field LOV works fine.  

Any ideas what the problem is?
