Adding item cost to existing work order

Work order completion program P31114 allows a hard error (processing option 29) if no cost exists for the manufactured part.  After rolling cost for the manufactured item the completion program is run again (without '1' for option 29) but the system does not pick up a cost for the finished product in the item ledger.  What's up with that?
