How to notify all employees within a position for requisition approval

We have an R12 (12.1.3) installation and are using AME for requisition approvals with hr position level action types. When a position has multiple employees assigned, AME is only selecting the first employee in the position for approval. We would like for all employees in the position to be notified and have the first responder be the winner of the approval. I have tried different ordering modes and voting methods, but no combination that I have tried has achieved the results I am looking for. Is it possible to configure AME to handle the request?
