Difference of Patch level between 2 instances

Hi,

We have 2 instances Oracle EBS - one at 12.1.1.1 and another at 12.1.1.3. We have identified a list of patches that are applied in 12.1.1.1 but not in 12.1.1.3. We need to understand if we need to apply the missing patches when we consolidate both the instances or are the patches applied as part of the release itself.
