P31804 processing option #10

I ran this program with the flag turned on and the flag turned off.  It generated the same variances on the identical work orders that had an "under" quantity completion.  We are on 8.1 World cum 6.  Why doesn't the program work correctly to elimimate the OTHER VARIANCE.  Is there a SAR or BUG reported?
