Mass Minimum Wage increases for a specific state or province

I'm looking for suggestions on how to quickly complete mass minimum wage increases for employees within a specific state or province.

Retail implementation with many emps paid mimimum wage. Therefore, we need a way (preferably w/o customization) to quickly complete salary changes whenever a state or province changes the minimum wage.

Considering Salay Management functionality;  but it appears we cannot select just employees by state or work location.

Also considering a CWB plan using a participant eligibility profile to select by state work location.
