How to Setup xdodelivery.cfg [ID 804283.1]

Hello,
I have note How to Setup xdodelivery.cfg [ID 804283.1] and I want make action plan form this note. I have question I do not have folder like resource/xdodelivery.cfg . I know that I have to make file *.cfg. Can I create resource as appuser or I have to apply patch?
