Modifying MRP Forecast Request Dates in RLM

I think I know the answer to this but to satisfy client here goes.  When an EDI 830 comes into RLM Workbench any In Transit Time Processing Rule only affects FIrm Demand, correct?  MRP Forecast Request Date is not modified with the In Transit time regardless if a Ship or Deliver Date Code, correct?

Client is building to MRP Forecast Request Date and if a 3 day Transit Time before consumtpions he will always be 3 days behind, per his theory.  If the MRP Forecast date is changed in the tables after the DP Runs, you will never get a match thru the matching attributes, thus creating many duplicates.
