Restriction on Attachment Update for Users not a Project Member

In Projects/Grants Accounting, the profile option 'PA: Cross Project User -- Update' can prevent a user from updating project related information if he/she is not a key member of the project. However, this has no effect on their access to attachments.

Is it possible to only allow key members of a project to insert/update/delete an attachment? If so, how could we go about doing it?
