Rebate Accrual

I have set up an Adjustment Name to calculate the accrual amount by tiered amounts based on net price.

So, From Amount = 0 with a factor of 5%; From Amount 1,650,000 with a factor of 7%; From Amount 2,150,000 with a factor of 9%

There is an adjustment that applies prior to the rebate which brings the unit price from $118.0028 to $77.8559.  My thought was with this set up that the rebate accrual factor would be selected based on the net price.

So, if my qty is 21,194 for a total of $1,650,077.90, the accrual factor would be 7% for this line.  During order entry, the accrual factor is at 9%, which leads me to believe that this is being calculated based on base price since the line total is $2,500,951.30.
