Cost Forecast generated ETCs even when workplan has no ETCs remaining

Hi,We have a project where on WP we have actuals matching the planned amounts. When cost forecast is generated for this project we were not expecting the ETCs to show. However, every new version of cost forecast we generate on this project, it is putting some ETCs in there. We are not sure where these ETCs are coming from when the work plan no ETCs remaining. Any thoughts would be helpful!
