How to build a bulk WO

Suppose that client proviedes a list of data to be used to build a set of Work Orders. My Question is: there is a tool in ASAP that takes in input this information in some specific format (XML? CSV?), builds a Work Order for each entry of list and submits it in ASAP input queue? Is it able also to verify result on ASAP output topic?
This operation is useful for bulk operation on NEs
