eText template works in Template Builder but output is empty when run through Payment Manager

Hello,
I have built an eText template that gives me the desired output when run through the Template Builder desktop tool using the XML data file from Oracle Payments. But when I use the new template in Oracle Payments the output is empty.

I saw another post here where someone had the same problem and found an error by turning debug on - how do you turn debug on for Oracle Payments BI Publisher templates?

I found this note, but I"m not sure which one of these methods is the one that Oracle Payments uses for Positive Pay
