Restricted to enter cost rate in Expenditure Type set up and to enter rate in rate schedule

Hi,

In set ups I have defined project types as Indirect Project. Then I am creating Projects. But when I am entering cost rate in Expenditure Types Set up then system is showing message as field is restricted against update. Aslo when I am trying to enter Rate schedules there aslo the "Rate" column is disabled.
