Cannot Add Lines in Rejected Requsition

Hi,

I am using iProcurement , i created a requsition and sent for Approval , the Requsition got rejected and now i am trying to add Lines Or Change item in the Requsition Line i am unable to do that .

is this the Standard Funcionality ? If yes why ?
