Ordered Item LOV Change

Hi,  I want to add one more condition to Existing LOV using personalization "WHEN-NEW-ITEM-INSTANCE". But its not working. I think LOV is dynamically changing by "KEY-LISTVAL" trigger. Can anyone please help me to change this LOV.
