Oracle Standard Edition License and Oracle RAC License

Hi,

I understand from the following URL that if we purchase Oracle Database Standard Edition License then we don't need to purchase Oracle RAC Licenses. 

Does this mean that say customers having implemented a 2 Node Active/Passive Clusters using OS clusters with Oracle Standard Edition License, can actually implement Oracle RAC without purchasing Oracle RAC License?
