How are others managing sales tax for sales orders where the ship to address is being overridden?

One of our companies does a large volume of "drop ship" orders where the customer is asking to have product shipped directly from our warehouse to the end user.  When these sales orders are created, the actual ship to address is being changed on the P4210.  Therefore, we can't rely on the Tax Rate/Area information from the Ship To address book record in JDE to be accurate.

For example, we sell product to a number of .com businesses.  If we ship product directly to their customers in California, we should be charging California sales tax.  We do not create an address book record for every physical location (end user) that product is shipped to.
