inventory ledger vs GL at purchase receipt

Hello, we have an issue with the GL journal created at moment of Purchase receipt.  In some situations, when we receive in multiple location the item ledger value and GL value are not the same.  Item ledger is always correct but GL will be missing information of receipts in other locations.  This creates an RNV lower than the actual cardex value.  Does this situation means something to anyone?  We cannot figue out if it is a setup issue or a user issue as we are not able to recreate the problem on demande.  This issue happens currently, we have 5 cases like this
