Owner Look up filter not working

Is any one experiencing Owner look up issues? When I Click on magnifying glass for owner look up on any object, It displays the default "All Users" list at the top and shows all our user records. But when I use the filter on that result set it does not work. I have raised an SR with Oracle but was wondering if anyone else has the same problem. This started happening after Rel 20.
