How can I create a job with a fixed component quantity in Rel 11.5.10?

We are on Oracle version 11.5.10 and are in process of converting our manufacturing system to Oracle Discrete Manufacturing.

In our existing manufacturing system, we are able to designate a component on the Bill of Material as a 'fixed' quantity usage.

But that feature is not available in Oracle 11.5.10, discrete manufacturing.

Other than manually adding these components to the jobs, are there any options to get these components set up so that Oracle can plan and cost these components correctly?
