PAY_GROUP_LOOKUP_CODE Is Invalid Error Trying to Create a Supplier Site

Attempting to create a standard supplier after choose  the UO and go to SAVE got the error but if change the UO and save works fine, only with one UO have that issue

In Metalink found note 1357794.1 and applied patch and recommendations that outline
but the issue remain.
Instance is running in R12g
