Unable to view the ledger in the parameter for Create Accounting Program

Hi,
Unable to view the ledger in the parameter for Create Accounting Program , this is happening to single USer only.

We have checked the profile options  GL Data Access Set and GL Ledger , both values exist and these profiles are anyway not enterable USER level.

Please advice.
