WEB ADI - Budget Upload Fails

  Hi Folks, 

 I am able to launch an excel 2007 template for Budget uploads for the current year in my Budget Organization however It wouldn't upload. I have made sure that the accounts are assigned and budget is open too. After i enter budget amounts for 2012; I flag the row and then click on add ins> upload.

 It just pops an error message right away stating " A connection to the server can't be established" Please contact your support representative.

I have also attached a screen shot. I am on R12.1.3 and Database in 10.2.0.4 on a 32 bit platform.

Please feel free to add your inputs and I really appreciate for reading my post.
