APP-FND-00806 Error - Cannot Create First Asset

New dev environment - created flexfields and value sets identical to prior configuration where this was not an issue.  I cannot create the first asset.  Error message.

APP-FND-00806: The default value NONE is invalid for the EXPD_CLASSIFICATION segment. Your default value will be ignored.  Please inform your system administrator. 

Add the value NONE to the value set for segment EXPD_CLASSIFICATION, or choose another default value in the Key Flexfield Segments form or Descriptive Flexfield Segments form.  Use the Edit Concurrent Program or Define Report Set form for Standard Report Submission report defaults.

--Checked that NONE is a value in this segment
