Where to update error message for OAB

Weare receiving an error message in OAB when attempting to enroll in a plan:  APP-BEN-92187: It gives some test to explain in order to be eligible for a plan you must be enrolled in on of two other plans. I need to update that text, but I cannot find where to update it. I looked in Application Developer>Appliation>Messages. It isn't there. Any ideas?
