Is prereq patch 6314319 really required for 7427746 if we don't do business in Japan?

We are on Oracle Apps 11.5.10.2 and are reviewing patches recommended by the Patch Wizard for FA.  Patch 7427746 is recommended as "Dec 2008 Assets 11i Consolidated RUP", but there is a huge prereq patch (6314319) that only seems to apply to Japan taxes.  If we don't do business in Japan, do we still need to apply this prereq?
