Budget creation flow for Earned revenue Project Type;

Hi .

Any one please tell me about the "Budget creation flow for the Earned revenue Project Type"

Because when i create the Approved revenue budget  first ,it is not getting baselined even after controller approved for baseline and it is getting baselined after  other budgets (ACB,FCB) are created and baselined or anyone of this two.

Why this scenario occurs for Earned revenue Project Type Alone.?
