R12 Buyer Workcentre - Agreements tab - Create Blanket Agreement option

On my system I have 2 responsibilities having the Buyer Workcentre in R12. On the Agreement tab on one i have the option to create a BPA (LOV) on the other responsibility it is not present.

The two menus assigned to these appear to be identical in that they both have the 'Buyer Work Centre' submenu and the 'PO Agreement Summary page with Branding' function. And there are no personalizations.

Please can you tell how this function could be otherwise turned on and off?
