What is Raw Material "PRE-RECEIPT" function.

Availability of a raw material "pre-receipt" function. 

This would allow QA to use ASN's to verify material meets specifictaion before phyiscal receipt of material and reduce time to issue to floor. 

Any idea on what does  Raw Material "PRE-RECEIPT" means in current requirement.
