On :  12.0.6 version, Patch Application Issues

Error when applying patch  7303031  

Shared HR.

Post patch 7303030 (12.1.1) maintainence pack note id 752619.1 says we need to apply patch 7303031 (Oracle online help ihelp) patch ,
is this patch mandatory or not...

While applying this patch we are getting following error:
