Tax Upload Interface is not loading data from interface table. Does not give any errors

Have created a tax book with starting period AUG12.   Made initial mass copy from the Corporate Book which was successful.  Have not performed any other activities in Tax Book since initial mass copy.  With SQL loaded required fields and fields to be updated into Tax Interface table.  Ran Upload Tax Book Interface program which completed successfully but had no successes or failures.  I have attached a dump of the Tax Interface table and a copy of the log.  Does anyone have any ideas as to why these fields did  not update the tax book?
