Eliminate old and canceled requisition from budget check

Hello -

We are on FSCM 9.1  MP10 --  Tools 8.51.19

My question is this:

How do I eliminate an old requisition (fiscal year 2011) that fails budget check (daily).

As VP1, I find that the requisition is no longer available using the Add/Update Requisitions path. (no matching values found)Upon further review,  using the Commitment Control > Review Budget Exceptions path I see the requisitions has an Error status. (no budget exists).The req has a status of canceled yet it continues to fail budget check - which for me is confusing. I would think it with a status of canceled it would be bypassed.
