Unable to restore archive due to cannot open object file otl

We receive an error message trying to run an archive force restore.  If we open and close the outline in EAS we are then able to run the restore.  We don't make any changes to the outline, just open and close it and close the app.  Wanted to see if anyone else had run into a similar issue.

Example message:

MAXL> alter application 'NewBP2' unload database 'Busplan2';

OK/INFO - 1056013 - Application NewBP2 altered.

essmsh timestamp: Thu Oct 04 02:35:08 2012

MAXL> alter database 'NewBP2'.'Busplan2' force restore from file "H:\HypData\Backup\Archives\NewBP2_BusPlan2.arc";

ERROR - 1053001 - Cannot open object file: F:\Oracle\Middleware\user_projects\epmsystem2\EssbaseServer\essbaseserver1\app\NewBP2\Busplan2\Busplan2.otl.
