Patch 6678700: R12.1.1 Upgrade: ibyopupg.sql errors running u6678700.drv

I have the following error running the upgrade patch u6678700.drv to upgrade to R12.1.1
It is an important issue due to, we are using oracle payments, and we need to solve it to complete the upgrade to R12.1.3

sqlplus -s APPS/***** @/u07/app/dev7/r12/apps/apps_st/appl/iby/12.0.0/patch/115/sql/ibyopupg.sql &un_ap
DECLARE
*
ERROR at line 1:
ORA-01722: invalid number
ORA-06512: at line 369

I found a similar note: Bug 10300984, but the solution is hidden.
